On Windows 8.1, Live Tiles as a feature is switched on automatically in bitsofMine. Still, the tile will only become active once there are items that bitsofMine has identified as being especially meaningful to you.

Meaningful items are identified, for example,

• when you rename pictures from within bitsofMine
• when you upload pictures from bitsofMine to Facebook or Twitter
• by means of looking at the feedback other users gave to your Facebook, Twitter, or Instagram item
• etc

Just play around with it: the more "meaningful" an item is, the more likely it is that it will show up in the Live Tile ... :-)
